Generally speaking, schools should not go out and buy items directly, unless they are
small purchases for which discretionary funds can be used. Boards have purchasing
departments whose role it is to obtain the best pricing through bulk buying, through
an open competitive process that is fair to the taxpayers and that ensures that certain
standards are maintained. This is usually achieved through the issuance of a purchase
